In early 2007 the China Center for Adoption Affairs changed the guidelines for Chinese adoption. Single individuals are no longer eligible, only married couples between the ages of 30 and 50 may apply (30 to 55 for those adopting a special needs child); families must have a net worth of at least $80,000; either the husband or the wife must have a stable job; there are now specific health exclusions, households may not have more than five children under the age of 18 living in the home; neither parent may have a criminal history; and there are now minimal education standards. Our dedicated Chinese adoption staff has a wealth of practical hands-on experience and patience. Family Resource Center assists hopeful adoptive parents navigate the complex series of steps need to adopt from China. At Family Resource Center we will not take you down a "primrose" path and only talk about the joys of adopting. Our program orientation covers all aspects of the process, including a frank discussion about the risks associated with adopting internationally. At the same time, we take what can be a bureaucratic nightmare and simplify it, so that adoptive parents can focus on the important part: getting ready to welcome a child into their family.
Dossier Preparation Service: Family Resource Center helps adoptive parents gather all necessary documents, then have them notarized and sealed. WE stand in line at the Chinese Consulate and the Secretary of State's office saving adoptive parents time and aggravation. We make sure that the t's are crossed and the i's dotted so that families in our China Program have paperwork that is properly prepared and ready to submit to the China Center for Adoption Affairs in Beijing.
Once an adoptive parent's dossier has been sent to China they become part of an FRC Travel Group. Between six and ten families are typically in each group, and many choose to get together over the months between the time their dossiers are sent to China and the time that they receive their referrals. Adoptive families meet long before they travel, and often build strong, supportive bonds. Family Resource Center helps adoptive families plan and prepare for international travel, providing everything from packing lists to recommendations about which formula to bring. Our China Program makes sure that every adoptive parent is ready when it's time to travel.
Family Resource Center does not require adoptive parents to meet in Beijing or Hong Kong for several days, as many other agencies do. Adoptive parents travel right to the Province where their child is waiting.
Since most of the FRC families that complete a Chinese adoption are from the Chicago area, adoption travel groups often continue to get together for reunions, special holidays and the annual FRC Picnic. These activities provide an opportunity for Chinese adoptive children to interact with other children adopted at the same time, from the same province, and frequently from the same orphanage. This sense of connection can provide a great deal of comfort and support.
