China Adoption IllinoisChina Adoption Illinois. Family Resource Center facilitates more than 40 Chinese adoptions every year and has been working closely with the China Center for Adoption Affairs since 1994. Close to 400 families have now been through our China Adoption Program and we are extremely proud that virtually every one has offered to act as a reference to those considering adopting from China. FRC's in-house China adoption program works with potential adoptive parents from start to finish: we conduct the Illinois homestudy; guide individuals in putting together their dossier; have the documents notarized, authenticated and consulate sealed; provide required international adoption education and training; offer travel preparation advice; accompany adoptive parents to China; provide translation and in-country assistance; and obtain the required visas so that adopted children can enter the US. Once home, Family Resource Center helps adoptive families complete international adoption post-placement reports and satisfy all China adoption requirements. China has been the most popular destination for international adoption since 2003. In 2005 more than 7900 Chinese adoptions were initiated in the US. China has a very strict "one child" policy and since sons traditionally take care of elderly parents, most of the children available for adoption are female. Many people choose China Adoption Illinois because the process is regulated, structured and predictable, and adopting from China is currently one of the most affordable international adoption alternatives. In early 2007 China changed its guidelines on eligibility. Only married couples between the ages of 30 and 50 may apply (30 to 55 for those adopting a special needs child); families must have a net worth of at least $80,000; either the husband or the wife must have a stable job; there are now specific health exclusions, and many other restrictions. complete and international adoption.
At FRC we are honest and frank about the risks and challenges of international adoption. We simplify what can be a bureaucratic and time consuming process, so that adoptive parents you can focus on what's really important: getting ready to welcome a child into their family. Dossier Preparation Service: Family Resource Center helps adoptive parents gather all necessary documents, then have them notarized and sealed. WE stand in line at the Chinese Consulate and the Secretary of State's office saving adoptive parents time and aggravation. We make sure that the t's are crossed and the i's dotted so that families in our China Program have paper work that is properly prepared and ready to submit to the China Center for Adoption Affairs in Beijing. A unique feature of our China Adoption program is that once an adoptive parent's dossier has been sent to China they you become part of an FRC Travel Group of six to ten families. The wait time between DTC (the date the dossier is sent to China) and travel has varied over the years. Since most families in the China Adoption program are from Illinois, that wait time is spent by getting together, meeting for dinner, attending training classes, and building supportive bonds. After returning home many families continue to get together for Chinese holidays, reunions, and, of course, the annual FRC Picnic. These activities provide an opportunity for children to interact with other children adopted from China at the same time, from the same Province, and frequently from the same orphanage. This sense of connection can be invaluable for years to come. Family Resource Center does not require adoptive parents to meet in Beijing or Hong Kong as many agencies do. FRC travel groups fly straight to the province where their children are waiting. An FRC adoption specialist from our Illinois office travels with each group, so there's always someone available to answer questions, help with child care, offer emotional support, and make sure that in-country paperwork is in stellar order. While in China a bi-lingual facilitator accompanies each group, and FRC staff make all the in-country arrangements, from booking hotel accommodation to scheduling in-country flights.
